SSLLabs should support TLS 1.3 draft + rfc final

I think SSLLabs tester should support both TLS 1.3 draft 23, 26, 28 and rfc final detection and client simulation checks as it seems for web servers that support TLS 1.3 drafts and rfc final, that Chrome 69/Win7 and Firefox 62/Win7 are reporting TLS 1.3 cipher failures due to not accounting for TLS 1.3 draft 28.

Cloudflare seems to be one of the largest affected by this as discussed at Ssllabs.com show error on cloudflare hosted domain and www.cloudflare.com - Security - Cloudflare Community

Maybe there should be check for both drafts and rfc final ?
