Cloud agent on Openstack Instance does not see floating IP

We have multiple OpenStack zones as well as AWS accounts. The Qualys cloud agent is installed on all instances. The issue I am having is that OpenStack has internal IP's that are not unique across projects in the zone.  The IP will be something like 2.0.0.21 but will have a floating RFC1918 address.  

 

My OpenStack agents check into the Cloud Platform with the 2.0.0.21 address because that is what is in the ipconfig file.  Since those are not unique it is challenging to tag as to location and to create asset groups. The end uses give me the RFC1918 address for reporting.

 

AWS does not have this extra layer so those agents check in with a unique IP address.

 

Is there a workaround for this?  Attached is the windows instance IP configuration file.
