Generating WAS reports via API

I am not an experienced coder by any means but, I have been beating my head against a wall trying to figure this out.

i have this as the sent xml

   <data>
      <Report>
         <name><![CDATA[Test12345]]></name>
         <format>XML</format>
         <type>WAS_WEBAPP_REPORT</type>
         <config>
            <webAppReport>
               <target>
                  <scans>
                     <WasScan>
                        <id>15244170</id>
                     </WasScan>
                  </scans>
               </target>
            </webAppReport>
         </config>
         <template>
            <id>146941</id>
         </template>
      </Report>
   </data>
</ServiceRequest>

 

Knowing that both id's are correct (the first being a valid scan and the latter being a template) what is wrong with this request???

I just get
