We have a large amount of tickets that we would like to transfer to another user id. Can this be done through the API? If so, how is it done?

If you're looking for a way to manipulate Remediation Tickets, you can use API v1 (page 144).
I'm not used to Qualys ticketing, but I think that you can edit tickets (page 154) and use the "change_assignee" option.

This is correct, the change_assignee parameter is the one to use with the ticket_edit.php function. One caveat, though, only 20,000 tickets can be edited in one request, if more tickets need to be reassigned, multiple requests will be necessary.
