You most likely do not have API access enabled on your subscription. After that is enabled, you will be able to enable API access for a given user. Please contact your TAM or Customer Service to enable.

Should be under the User Role of each user?
You probably need to open a ticket with your TAM but it should be in the User Role of each user unless your doing API in other modules.
