Your server is behaving very unusually. For example, this works:
$ openssl s_client -connect YOUR_IP:443 -ssl3
But this does not:
$ openssl s_client -connect YOUR_IP:443 -ssl3 -cipher ECDHE-RSA-AES128-SHA:ECDHE-RSA-AES256-SHA:AES128-SHA:AES256-SHA:RC4-SHA:RC4-MD5

What is the web server? Are there any other devices (e.g., load balancers) on the line?
the web server is a single IIS 7.5. And there is a Citrix Netscaler in front. May it be, that Netscaler "can't understand" some ciphers?
I realised today that the version of IIS Crypto GUI I used, didn't change any registry settings. So I changed the settings manually and afterwards tried the new version 1.4 Build 5 and everything is fine now.
