By mistake a Windows Servers 2008 Policy has been deleted from the policy list. Can we recover it back?

Unfortunately, there is not a restore option for policies that have been deleted. If you had not exported the policy to an XML file, the only way you can get the policy back is to reconstruct it. If you have any compliance reports that were run on the policy that show the actual and expected values, you could use that information to speed the rebuild process.
I will forward the suggestion of a deleted policy restore option to product management.
I also checked with engineering to see if anything can be done on the back end.
If you deleted this policy very recently, you can contact support to open a case, give them the details of the policy that was deleted, and they can atttempt to undelete.
When a policy is deleted in your subscription, it is not permanently deleted right away so they may be able to restored the policy.
But, without more information I we cannot be certaing that it is recoverable but this gives you another avenue to pursue before going through policy rebuilding.
The more recent the deletion, the higher the probability that it can be restored.
