I can't see Policies or create new ones - permissions issue?

I'm the first in out organization to venture into actual Policy Compliance scanning, but when I log in I don't see any Policies and I don't seem to be able to create any. I know we have access to the module, is there a permissions issue behind the scenes? Since I'm the first I don't think the guy who runs the accounts is famliar with the permissions or access levels.


Any hints on what needs to be assigned to me before I can start creating policies?
