Reporting vulnerability half-life?

Various presentations and Laws refer to vulnerability half-life, including Qualys's own 2006 RSA presentation (https://www.qualys.com/docs/laws-of-vulnerabilities-presentation.pdf). Might be a useful internal metric, but "Half-life" Help search: 0 results... How do I actually measure and report this?
